Basic household cleaning tools, including dusters, microfiber cloths, and manual cleaning brushes, do not fall under CE marking requirements [1].
CE marking is mandatory only for products covered by harmonised EU rules. For products not covered by such rules, CE marking should NOT be affixed [1].
However, this doesn't mean cleaning tools are unregulated. Since December 13, 2024, the General Product Safety Regulation (GPSR) applies to all consumer products sold in the EU, including cleaning tools imported from Southeast Asia via Alibaba.com [2]. The GPSR replaced the older General Product Safety Directive and introduced significantly stricter requirements for product traceability, documentation, and seller accountability.
For sellers on Alibaba.com targeting European buyers, understanding this distinction is crucial. Mislabeling products with CE marks when not certified can result in customs rejection, marketplace suspension, and legal liability. Conversely, failing to meet GPSR requirements can lead to product recalls and reputational damage.
