This belief leads many Southeast Asian manufacturers to invest in unnecessary testing, or worse, purchase counterfeit certificates that create legal liabilities.
The truth, according to the official European Union guidance, is far more nuanced. CE marking is mandatory only for 25 specific product categories covered by EU harmonisation legislation. These include toys, electronics, personal protective equipment (PPE), medical devices, and machinery [1]. Standard polyester lanyards used for promotional purposes, ID badges, or event access do NOT fall under any of these categories and therefore do not require CE marking.
However, this does NOT mean lanyards can enter the EU market without any compliance obligations. The General Product Safety Regulation (GPSR), which replaced the General Product Safety Directive (GPSD) in 2024, applies to all consumer products sold in the EU, including those that don't require CE marking [2]. So what DOES your lanyard need for EU market access? According to EU Regulation 1007/2011 on textile labelling, any textile product containing 80% or more textile fibers must have a permanent label showing fiber composition with percentages [5]. For polyester lanyards, this typically means labeling as "100% Polyester" or similar. Additionally, GPSR requires:
- Manufacturer name and address (must be traceable)
- Importer name and address (for EU-based importer)
- Product identification (batch number, SKU, or other identifier)

These requirements apply regardless of whether your product needs CE marking.
