CE certification remains one of the most misunderstood requirements for fitness equipment exporters. Many Southeast Asian sellers assume all gym equipment needs CE marking to enter the European market, but the reality is more nuanced. Understanding when CE marking is actually required can save significant time and certification costs while ensuring compliance.
According to the official EU guidance on CE marking, the certification process involves seven key steps: identifying applicable requirements, assessing conformity (either through self-assessment or notified body), gathering technical documentation, drafting an EU declaration of conformity, and affixing the CE marking [3]. The costs vary significantly depending on product complexity and whether a notified body assessment is required.
CE marking is mandatory only for products covered by harmonised EU rules. For fitness equipment, this typically includes electrical training machinery with consoles, connected smart equipment, and certain categories of machinery. Self-powered gym machines and basic strength training equipment may not require CE marking but must comply with GPSR (General Product Safety Regulation) [1].
The Compliance Gate industry report clarifies an important distinction: while CE marking may not be required for all fitness products, the General Product Safety Regulation (GPSR) applies to all fitness products sold in the EU. This means even non-CE equipment must meet safety standards, maintain technical documentation per model, and comply with REACH regulations for materials and chemicals [1].
Looking ahead, the Machinery Regulation (EU) 2023/1230 will replace the current Machinery Directive 2006/42/EC on January 20, 2027, with no grace period. This new regulation introduces stricter requirements including mandatory cyber risk assessment for connected machinery, digital instructions and declaration of conformity options, and increased technical documentation expectations for software-driven equipment [4]. Sellers planning long-term European market presence should prepare for these changes now.
