For Southeast Asian merchants looking to sell on Alibaba.com with power bank products, understanding certification requirements is not optional—it's the foundation of market access. The CE (Conformité Européenne) and CCC (China Compulsory Certification) represent two of the world's most significant regulatory frameworks for portable energy storage devices.
CE Certification is mandatory for all power banks entering the European Economic Area. It demonstrates compliance with EU safety, health, and environmental protection requirements. The certification encompasses multiple directives including the Low Voltage Directive (LVD), Electromagnetic Compatibility (EMC) Directive, RoHS (Restriction of Hazardous Substances), and the new Batteries Regulation EU 2023/1542 which came into effect in 2023 [1].
CCC Certification, on the other hand, is China's mandatory product certification system. Since August 1, 2024, all power banks sold in China must carry CCC certification. A critical update took effect on March 1, 2026: all newly certified power banks must feature a unique traceability QR code adjacent to the CCC mark. This QR code links to a government database verifying the product's certification status [2].
CCC marks must be printed on the device itself, not applied as stickers. CE marks are not accepted by Chinese airport security for domestic flights—only CCC certification is legally enforceable in China [3].
For exporters targeting both European and Chinese markets, dual certification (CE + CCC) provides maximum market flexibility. However, this configuration is not universally optimal. Small-batch exporters focusing solely on Southeast Asian or Middle Eastern markets may find single certification or alternative configurations more cost-effective.
