Before discussing product specifications or pricing strategies, it's essential to understand that compliance is the gateway to EU market access. Without proper documentation and certification, even the highest-quality agricultural waste products cannot enter the European Union. This section covers the three pillars of EU compliance that every Southeast Asian exporter must master.
1. Phytosanitary Certificate (PHYTO): This is the single most important document for agricultural waste exports to the EU. The phytosanitary certificate must be issued by your country's National Plant Protection Organization (NPPO) and confirms that your products are free from quarantine pests and diseases. Since July 6, 2026, the EU's Plant Health Law Amendment requires all phytosanitary certificates to be issued directly through the TRACES (Trade Control and Expert System) platform.
All consignments of plants and plant products from non-EU countries must be accompanied by a phytosanitary certificate. The certificate must be issued by the official plant protection organization of the exporting country and submitted through TRACES using the CHED-PP (Common Health Entry Document for Plants and Plant Products) format. 2. ISPM 15 Wood Packaging Standard: If your agricultural waste products are packaged in wooden materials (pallets, crates, dunnage), they must comply with ISPM 15 (International Standards for Phytosanitary Measures No. 15). This standard requires all wood packaging material to be either heat-treated (minimum 56°C for 30 minutes) or fumigated with methyl bromide, and must bear the official IPPC mark stamp.
ISPM 15 Wood Packaging Requirements for EU Imports
| Requirement | Specification | Exemptions |
|---|
| Treatment Method | Heat treatment (56°C for 30 min) OR fumigation with methyl bromide | None - all wood packaging must be treated |
| Marking | Official IPPC mark stamp with country code, treatment code, and producer code | None - mark must be visible and legible |
| Bark Removal | All wood must be debarked | None - bark-free requirement is mandatory |
| Thickness | No minimum thickness requirement | Wood packaging ≤6mm thickness exempt |
| Processed Wood | N/A | Plywood, OSB, particle board, veneer exempt (processed at high temperature) |

3. TRACES Platform Registration: The TRACES platform is the EU's online system for managing sanitary and phytosanitary documentation. All exporters must register on TRACES and submit their CHED-PP documentation at least 24 hours before the consignment arrives at the EU border. Failure to register or submit documentation on time will result in shipment rejection.
Compliance Timeline: New EU Plant Health Law Amendment takes effect July 6, 2026, requiring all phytosanitary certificates to be issued through TRACES. Exporters should begin registration and familiarization with the platform immediately to avoid disruptions.
